I have the damper set on about 2 or 3 clicks from fully off.
It does shake its head a little if you clip a cats eye hard on the gas. _________________ Si...

Without knowing what you've done, I'm going to guess you need to increase the height in the front for stability. If it only gets upset in bumps, then a steering damper might help with the current setup.
Entering a turn:
If your bike doesn't want to turn-in, you can try reducing the fork pre-load. If sag is correctly set, try reducing compression damping. Tire profile will also make a difference.
Mid Turn:
If bike "wobbles" under trail braking, add rebound damping to the forks.
If bike wobbles with neutral throttle, raise front height / lower rear. You need less weight on the front.
Exiting a turn:
If the wallow is on the exit and :
-will hold line, add rebound to rear shock
-it turns well, lower rear ride height
-if bike runs wide, raise rear ride height
