We call that condition "rough" or more precisely "hammered" here in the states. Maybe it's supposed rarity makes it worth $15K...but not from me. It will take some serious time and money to make that one right again and the obvious neglect belies what is probably poor maintenance as well prior to being "parked".

Just my $.02 though.
