Mine was about that when I got the bike.
I left it until I had run the engine in a little and then reset the oil and reduced the rpm to about 1400 . If I stop at a junction it now ticks over about 1400 for a few minutes and then drops to about 1200rpm after that.

I set the carburetor setting of the minimum bike now the bike from cold remains on without 1300/1400 rpm ... but the engine is beautiful when warm, the mimimo rises to 1800/1900 .... to you the minimum is even higher with a warm engine?
